Fourth Session of the Governing Body of the International Treaty on Plant Genetic Resources for Food and Agriculture
14-18 March 2011 (Bali, Indonesia)

The fourth session of the Governing Body of the International Treaty on Plant Genetic Resources for Food and Agriculture will be held from 14-18 March 2011, in Nusa Dua, Bali, Indonesia. It will be preceded by two days of regional consultations (12-13 March 2011) and a Ministerial Conference on 11 March 2011, which is expected to adopt the Bali ministerial declaration on biodiversity, climate change and food security. This is the Governing Body’s first meeting since the adoption of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ABS) to the Convention on Biological Diversity, and is expected to attract significant interest from the agriculture and environment sectors. The Governing Body is expected to review implementation of the Treaty’s Multilateral System on ABS, adopt procedures and operational mechanisms to promote compliance and address issues of non-compliance, and provide further guidance on the next project cycles of the Treaty’s benefit-sharing fund. The meeting is also expected to address: the financial rules of the Governing Body; implementation of the Treaty’s Funding Strategy; operation of the Third Party Beneficiary; farmers’ rights; and cooperation with relevant organizations.

Of particular relevance to TK is the agenda item on farmers’ rights the realization of which, according to the Treaty text (Article 9), rests with national governments. Documents to be discussed include: a compilation of views and experiences on the implementation of farmers rights submitted by Contracting Parties and relevant organizations; and a document on global consultations on farmers’ rights in 2010, submitted by Ethiopia and reviewing an e-mail-based consultation process held from July to September 2010 and a consultation conference held from 23-24 November 2010, in Addis Ababa, Ethiopia.
